1/2-5. Prohibited
signs.
The following signs shall
be prohibited in all districts:
(a) Any sign advertising any goods or services not sold or
provided on the premises on which the sign is located.
(b) Two-party signs which do not identify the primary uses and/or
primary services provided or products sold on the premises where the sign is
located.
(c) Signs which are animated by means of flashing, scintillating,
blinking or traveling lights or other means not providing constant
illumination, with the exception of electronic reader boards.
(d) Flags, other than those of any nation, state, political
subdivision, one (1) flag which shows an emblem or logo of a firm or
corporation and flags that have historical significance.
(e) Any signs which resemble an official traffic sign or signal or
which bear the words "Stop," "Go Slow,"
"Caution," "Danger," "Warning" or similar words.
(f) Signs which, by reason of their size, location, movement,
content, coloring or manner of illumination, may be confused with or construed
as a traffic-control sign, signal or device or the light of an emergency or
road equipment vehicle or which hide from view any traffic or street sign,
signal or device or which will or reasonably may be expected to interfere with
or obscure a motorist's line of sight.
(g) Portable or wheeled signs except by special permit for
elections or other special community occasions.
(h) Any sign which emits audible sound, odor or visible matter.
(i) Any sign placed on or attached to any utility
pole, tree or other vegetation, streetlamp post, fire hydrant, public bridge,
street sign, traffic sign or other public property within the city to include
public rights-of-way except that public works, traffic or public safety signs
may be placed on public rights-of-way by city personnel. Nothing in this
paragraph shall apply to the placement of or painting of house numbers upon
curbs done pursuant to the approval of the public safety director.
(j) Any off-premise sign of any type.
